SANTA FE, N.M. (AP) ? New Mexico Gov. Susana Martinez, a Republican often mentioned as a potential vice presidential candidate but who repeatedly has denied interest, has criticized fellow Republican Mitt Romney's stance on immigration.

Martinez questioned the likely GOP presidential nominee's "self-deportation" strategy during an interview with Newsweek.

The magazine quotes the governor as asking for the meaning of self-deportation. She also says she doesn't doubt that Hispanics were alienated during the campaign for the GOP nomination.

Martinez suggested that Romney remind voters that President Barack Obama failed to deliver promised comprehensive immigration reform.

This wasn't the first time Martinez has criticized GOP rhetoric on immigration. In a January interview with The Associated Press, she urged candidates to tone it down and engage with voters instead.

Martinez couldn't be reached Tuesday by the AP.

NEW YORK, May 15 (Thomson Reuters Accelus) -?Corporate executives and boards face big challenges monitoring risk at complex banks like JPMorgan Chase & Co, which was warned by an investor group last year that its board had ?serious deficiencies? and was not up to the task.

Challenges to connecting the dots to form a clear risk picture at sprawling global institution with multiple business units like JPMorgan include difficulties tracking data, differing regulatory jurisdictions, and crucially, inadequate corporate governance.The risks and challenges came into the spotlight last week with the announcement that a failed hedging strategy by JPMorgan?s Chief Investment Office in London cost the firm $2 billion.

But CtW Investment Group, a labor-backed shareholder group, last year warned JPMorgan in three letters to the board that the bank?s risk management committee was inadequate. The group urged replacing one of the three members of the risk committee on JPMorgan?s board ? Ellen Futter, who was a director at American International Group Inc (AIG) before its near-collapse in and government bailout in the 2008 financial crisis ? and increasing the committee?s authority and oversight responsibilities.

?We are deeply concerned that the current three-person risk policy committee, without a single expert in banking or financial regulation, is simply not up to the task of overseeing risk management at one of the world?s largest and most complex financial institutions,? an?April 1, 2011 letter from CtW said.

?Without an overhaul of the committee?s mandate and membership, we are profoundly concerned for the committee?s ability to provide effective oversight of the risks being assumed across JPMorgan?s larger and more complex post-crisis operations,? the group said in a?separate letter two weeks earlier.

A later letter indicated the group met with the head of JPMorgan?s risk committee that April, but the meeting did not alleviate all of CtW?s concerns.

JPMorgan?s trading loss this year brought the risk committee?s role to the fore.

?If we find out that this is yet another example like AIG where information was not trickling up to the risk committee, that is one kind of risk management problem that frankly should have been addressed a long time ago,? said Barbara Matthews, regulatory analyst at BCM Regulatory Analytics in Washington.

The Dodd-Frank financial regulatory overhaul requires major financial institutions to ensure boards are involved in the risk process and have a risk management committee that oversees activities within the bank. The Federal Reserve has proposed rules to implement the provision, which includes a requirement that at least one member of the committee be a risk management expert, but they have not been finished.

JPMorgan?s proxy statements say the bank?s chief executive is responsible for setting the overall risk appetite for the firm, while the heads of individual lines of business are responsible for setting the risk appetite for their respective units, subject to approval by corporation?s chief executive and its Chief Risk Officer.

JPMorgan says its risk management team is headed by a chief risk officer who reported to the board. It also said the risk management function operates independently to provide oversight of firm-wide risk management and controls.

While each business unit is responsible for managing its own inherent risk, overall oversight is provided by corporate-wide functions including the Chief Investment Office, the company said. That office was the source of JPMorgan?s trading loss last week.

GMI Ratings, a corporate governance analyst, gave its lowest rating ? ?F? ? to JPMorgan?s corporate governance policies in general before disclosure of the loss, Reuters reported. Fewer than five percent of the companies rated by GMI get the bottom ranking, said Paul Hodgson, senior research associate at the GMI.

GMI also ranked JPMorgan?s financial statements lower than 92 percent of comparable firms in terms of accounting and governance risk.

JPMorgan Chief Executive Jamie Dimon acknowledged that the trading strategy that led to the loss was ?flawed, complex, poorly reviewed, poorly executed, and poorly monitored.?

GOVERNANCE AND DATA

Efective risk monitoring for institutions like JPMorgan depends both on governance ? with a clear policy and corporate mission statement ? and accurate reporting on trading activity. ?You cannot do the level of trading that JPMorgan did ? with all of its layering and volume ? without this type of corporate governance in place to manage the risk effectively,? said John Alan James, professor at Pace University?s Lubin School of Business.

Many banks face a challenge in collecting data about their business activities, and the situation hasn?t improved much since the financial crisis, said Edward Hida, global leader of the risk and capital management team at Deloitte & Touche LLP. Part of the problem is they are using old systems.

?The data issue really hasn?t been solved,? Hida said. ?Its still a significant issue facing the industry overall,? Hida said.

The global nature of firms like JPMorgan also makes it hard for government regulators to have an accurate handle on a firm?s risks, Matthews said, and it was unclear what Britain?s Financial Services Authority knew or communicated to the U.S. Federal Reserve about the London investment office.

?We need to know if the regulators closest to the problem were aware of it. If they were aware of it were they able to share that information with the Fed? What was the relationship between the regulators? To have a global financial system, regulators need to function better together.?

CHARTER AMENDMENTS

Among the recommendations that CtW made to JPMorgan were charter amendments that would:

? Require that at least one member of the risk policy committee have an employment record in financial risk management.

? Authorize the committee to delinate risk limits for management, and require committee approval for transactions that exceed those limits.

? Authorize the committee to oversee the performance of the chief risk officer and oversee succession planning for the job.

? Give the risk policy committee the authority to retain outside advisers.

An?August 26, 2011 letter from CtW to JPMorgan said that after the April meeting with the risk policy committee?s chairman, James Crown, JPMorgan had clarified some of its description of board risk oversight in its proxy statements. It also said it was encouragted that Crown had ?endorsed the benefits? of bringing new independent directors to the board.

But CtW said it remained dissatisfied that Futter remained on the committee, and said an outside review of the board?s risk governance was essential. The size of the risk policy has not changed.

Hida said institutions can improve risk management at the firm level by understanding the organization?s ability to bear risk. Firms should also set risk limits in different areas of the business and monitor those limits on a continuous basis for events in the marketplace, he said.

Institutions should also take investors? attitudes into account and compensate managers to take less risk, said Anat Admati, a professor of finance and economics at Stanford?s Graduate School of Business.

?The gap between what the bank chooses as its risk-management oversight capacity and what its investors would have chosen would be telling,? Admati said.

?As it is, managers are not given sufficient incentives for company-wide risk management. They seem to be compensated on measures that encourage risk in their own part of the company,? she said.

Matsunichi's MarquisPad MP977 tablet tempts us with $249, dual-core Android 4.0

You might remember Le Pan's tablets from CES this year, of which only one was truly ready at the time. The company is now ready to hit the US in earnest, but you'll have to forget the company name along with the earlier designs: it's now Matsunichi, and it's planning to kick off its US-ready makeover through the MarquisPad MP977. The tablet shares the 9.7-inch, 1024 x 768 display of the Le Pan II, but it's now running a slightly speedier dual-core, 1.2GHz TI chip (likely the same OMAP 4430 as in the Droid Xyboard), ships with Android 4.0 out of the gate and comes in a sleeker -- not to mention browner -- shell. Storage is being cut in half over the Le Pan II to just 4GB between the internal memory and a bundled microSD card, though, and the battery is good for a very modest five hours. Nonetheless, the $249 sticker and a May release will put the MP977 in the running with the slower but more capacious Galaxy Tab 2 7.0.

Matsunichi also teased us with a roadmap for a pair of future tablets in the process. The 10.1-inch MP1010 will keep the resolution, but it'll run on a quicker 1.5GHz TI processor and carry a total of 10GB of space when it appears sometime between June and August. If those 0.4 inches of extra glass are just too much to bear, an MP979 will bring all the extra storage and speed of the MP1010 to a 9.7-inch screen sometime between August and September.

Chronicle of a trial foretold: Breivik is following his manifesto's script

Anders Behring Breivik's manifesto includes instructions on what a 'Templar' should do if tried in a European court.

Among the early headlines from the fourth day of the trial of Anders Behring Breivik for the murder of 77 people last July was that, for the first time, Mr. Breivik did not perform his now-familiar clenched-fist salute upon arrival at the court. Several families of Breivik's victims said they found the salute offensive, and his lawyers apparently were able to convince him to stop and avoid undermining his case.

But the drop of the salute is not only significant for its effect on his defense's strategy. It also marks a significant departure from Breivik's playbook: his 1,500-page manifesto. Breivik wrote extensively not only about his own beliefs about the alleged activities of "the Marxist tyrants of Europe" and the mission of the Knights Templar, or "Templars," the group to which he claims to belong. He also wrote a comprehensive set of instructions and guidelines for what a Templar should do if tried in a European court. He appears to be following it to the extent he is able.

Breivik wrote a short section on his salute, which he claims to be "the military salutation" of the Templars. He writes that the salute, which he recommends being performed in a white glove, symbolizes strength, purity, and resistance against "the Marxist tyrants of Europe." Interestingly, he claims the salute has nothing to do with either racist "white power" salutes or with the similar, open-palmed Nazi salute.

While Breivik's manifesto does not mention the salute specifically in reference to a trial, its use at trial fits closely into what Breivik argues is the best way to use trials: as propaganda. Breivik writes that after being captured, "the subsequent court proceedings may present several propaganda opportunities." He adds that "This trial is (from our point of view), not against you but rather a trial against the regime."

One of the key openings for propaganda that Breivik saw is the opportunity to present an opening and closing statement. Breivik includes a four-page sample opening statement, which he seemed to use as a source for his own.?

His sample draws parallels between the quest of the "Templars" and that of Native American leaders like Sitting Bull ? parallels he made on the first day of testimony in his own trial. As the Monitor reported, ?Were they terrorists for fighting for their indigenous culture ? or were they heroes?? Breivik asked the court. ?My acts are based on goodness, not evil,? he added. ?If anyone is vicious it is the Socialists.?

In the manifesto, Breivik also outlines a dress code for Templars, which he says should be adhered to in court. "Our dress uniform ... will be used for the sole?purpose of representing the authority of our military order and tribunal during trial," he writes. The uniform is to include a US Marine Corp dress jacket in dark blue or black, dress pants in the same color, and an extensive set of medals and decorations including epaulettes and Templar badges. Judging from the photos of his appearances in court, Breivik seems to have been following his own dress code as best he can, though he has appeared sans pseudo-military decorations.

In his game plan for Templar trial appearances, Breivik shows every expectation of losing. The heading for his sample closing statement reads: "Closing statement ? last day of trial, after judgment (guilty)." But he also expresses hope that the trial may lead to the introduction of stiffer criminal sentences, and perhaps even introduction of the death penalty, which is currently illegal in Norway.

The trial itself may not end up as anything else than a formality where the goal can be to change the law, forcing the parliament of that country to introduce the death penalty, or harshen the penal laws in other ways. Indirectly forcing the parliament of your country to change the laws will be an indirect victory to our movement because it will provide significant media coverage of our cause and thus will contribute to future recruitment efforts.

Breivik echoed this thinking during his second day of testimony, the Monitor reported.

?No, I don?t want [capital punishment], but I would have respected that,? he said, adding that if Norway doubled the current maximum sentence it would ?serve his cause? and ?prove Norway had thrown their principles out the window."

Okay, it may not be one of the sleekest laptops we've seen of late, but Panasonic's B11 is packing a hefty amount of horsepower underneath that beastly shell to make you forget its looks. This Let's Note B11 is a worthy refresh to the B10 series we showed you a while back -- although aesthetically it didn't change much. Inside the Japan-bound B11 is Intel's latest Core i7-3615QM chip, which you can pair alongside a 750GB hard drive or a 256GB SSD. You can also choose up to 16GB of RAM if you go the quiet route, while the HDD configuration only allows a maximum of 8GB of memory. The 15.6-inch (1920 x 1080) B11 is set to hit Japanese shelves on May 18th, with pricing ranging from a whopping 170,000 to 250,000 yen (around $3,100) depending on how you set it up.

Brammo has suffered some major setbacks in getting its latest Empulse electric motorcycle to market, but the company has stuck to its revised launch date: it unveiled the 2013 model last night. The key specs haven't changed during the delay -- we're still looking at a six-speed gearbox, a max speed of 100 mph and a fast-recharge time of 3.5 hours -- but the price has jumped from $14,000 to $16,995. There's also the Empluse R, a more premium model that will go on sale for $18,995 in June. The main difference between the base model and the R is the material: the Empulse has a plastic body, while the R uses carbon fiber.
